House Bill Proposes Mandatory National Testing

TRACE Act would authorize agents to visit citizens’ homes to test for COVID-19.

The “Testing, Reaching, and Contacting Everyone” bill was introduced earlier this month in the House of Representatives by Rep. Bobby Rush of Illinois. Known as the TRACE Act, this legislation proposes to fund the Department of Health and Human Services with $100 billion “to conduct diagnostic testing for COVID–19, and related activities such as contact tracing, through mobile health units and, as necessary, at individuals’ residences, and for other purposes.”

The proposed bill seeks to ensure every person in the United States has been tested for COVID-19. The means of accomplishing this testing is detailed as using “mobile health units” and other facilities staffed with residents of the local community who are trained for such service, and that this would occur across “urban and rural areas.” The bill requests funds for subsequent fiscal years “during which the emergency period continues.”

Concerns have been raised that this would promote a greater concentration of power for the government, ushering in a system to track all contact that occurs between any groups or individuals rather than helping the nation recover from the pandemic.
